Licensing

Dispensing Opticians are regulated by the Department of Consumer Affairs and is under the Board of Optometry.

There are four distinct levels of Licensing Registrations:

RDO

Registered Dispensing Ophthalmic business (RDO): This registration is required for all independent businesses and corporate enterprises engaged in the business of filling eyeglass and contact lens prescriptions of physicians and surgeons, licensed by the Medical Board of California, or optometrists, licensed by the Board of Optometry.

RSLD

Registered Spectacle Lens Dispenser (RSLD): To be eligible for an RSLD license, California requires applicants to have passed the National American Board of Opticianry (ABO) exam. A registered spectacle lens dispenser is an individual authorized to fit and adjust spectacle lenses at any place of business holding a Registered Dispensing Ophthalmic (RDO) license provided that the certificate of the registered spectacle lens dispenser (RSLD) is displayed in a conspicuous place at the place of business where he or she is fitting and adjusting spectacles.

RCLD

Registered Contact Lens Dispenser (RCLD): To be eligible for an RCLD license, California requires applicants to have passed the National Contact Lens Examiners (NCLE) exam. A registered contact lens dispenser is an individual authorized to fit and adjust contact lenses at any place of business holding a Registered Dispensing Ophthalmic (RDO) license provided that the certificate of the registered contact lens dispenser (RCLD) is displayed in a conspicuous place at the place of business where he or she is fitting and adjusting contact lenses.

RNCLS

Registered Nonresident Contact Lens Seller (RNCLS): California requires this registration for individuals, partnerships, and corporations located outside California that ship, mail, or deliver in any manner, contact lenses at retail to a patient at a California address.

Citations for Unlicensed Practice

***Subject to fine, it is illegal to call oneself an “Optician” without registration with the California State Board of Optometry (CSBO).
